Yes. You can still file your taxes. It doesn't make sense to give the government a interest free loan. You should file your taxes as soon as possible.

You should still file as soon as possible. They will take a late fee penalty out of your refund. The sooner you file the better.

yes, you can still file, and if you get a refund, there is no penalty whatsoever from the IRS, they'll say thank you for the interest free loan you gave them all year.
