If he jumps ship over to Smackdown, he needs to win the tag team belts with his partner Edge: or:

Write it in the storyline of sorts (Still on Smackdown), to have a "falling out" with Edge and challenge him (Edge) for a title match at an upcoming pay-per-view.

IF he stays on raw, build up his mic skills and ring persona and challenge the RAW champion (Cena/whomever) to a match at a RAW pay-per-view. If he wins he can stay on RAW, and if he loses, the he can come over to Smackdown! and follow a path that was previously mentioned above.
