From 1887-01-20 (United States Senate allowed the Navy to lease Pearl Harbor as a naval base, the US took possession on November 9 that year) till now.

It continues to be a working base today.
The US signed a treaty with Hawaii in 1908 to use the harbor and develop it for the navy. In 1917, they bought a small island in the harbor to use for airfields. Presumbably it took some time to dredge the harbor to make it deep enough for large ships and subs. So the answer to your question is about 90 years.
