Cookies are just small .txt (text) files that by themselves cannot hurt your computer. Cookies are "set" by almost every web-site that you visit, on every visit. You can delete all your cookies today and by tommorrow you will have dozens again.
They are not a virus or spyware, but some people consider "tracking" cookies to be an invasion of privacy.
Tracking cookies are mostly "3rd party cookies" from advertising servers. They can track your movements around the web in order to deliver to you customised, targeted advertising.
It all depends on one's level of paranoria.
If you are using Internet Explorer for a browser, you can permanantly block all 3rd party cookies. Go to tools > internet options > privacy > advanced > checkmark "override automatic cookie handling" > third party cookies > tick "block" > ok > ok.

It all depends on who set the cookie (by who I mean the website). And if it is expired, you really have no use for it. You can check for expiration on one of the columns, ie: last modified, last checked, accessed, etc. If you care not for it, you can always delete it. YOu can do this by going to your internet explorer, go to tools > internet options. Under the General tab, go the the temporary internet files, and hit delete files. If you only wish to be specific and not delete all the temp files, open up settings and view files (which is the next button over). Hit view files, and an windows explorer windows should open up, sslect the file in question and delete it. Hope that helps, plus you don't have to download anything.

You can run a free spyware software that always finds cookies in your "Cache". Usually they are low tracking cookies that track usage from a webpage you visisted. You have good/bad cookies.
Here is a program that you can run and it will remove the tracking cookies that you don't really want and the program is free if you download their free for home use. AdAware Se Personal from Sweden. http://www.lavasoft.com This company has been around since computers became commerical. They are in the spyware detection business.
