Well GWB has hardly helped his own cause. However, he is not helped by inflexible groups which hold more power than their numbers dictate.

I think he has also suffered at the hands of the media. There is no such thing as proper debate any more. News reporting has sunk to an all-time low as newspapers move online and compete with bloggers. Incidentally, the UK has a similar problem. I was there a couple of weeks ago and have followed the Scottish elections avidly for some time now. The media put out so many untruths about that election that you could have knocked me down with a feather.

It is the president's fault that his popularity rating is so low. He's the commander in chief and the blame should land squarely on his shoulders.
