What is the name of this tree? Evergreen, ornamental, has blue green needles branches need to be propped?

The branches grow out and down when properly staked.

Are the needles 3/4" - 1 1/4" long,stiff and sharp? It sounds like you have a blue spruce (Picea pungens). Their are new varieties of landscape spruces that weep ( their branches bend downward).

it sounds like a kind af spruce, probably a white one the way you describe the branches

I believe you are describing a BLUE RIDGE MOUNTAIN PINE TREE.....
