The simple - and wrong - answer is "sedimentary rock." Or I should say, the inadequate answer is sedimentary. Anything that comes from the air in huge amounts to cover the ground will result in fossils, though a lot of fossils are made by water-borne soils. Volcanic ash, which is an igneous rock, also forms fossils (see Pompeii). There are some forms of lava that are hot enough to turn the flesh of an animal into ash, but not the larger bones. Finally, there is amber, which is not really a rock, though it is mined like it. It is fossilized tree resin in which small insects and animals are fossilized.

sedimentary rock which is formed by the laying down of sediments and the compaction solidifies the rock. Igenous rock is wrong b/c this forms from lava or magma (depending if it hardens above or below the surface. Metamorphic rock forms from sedimentary rock that has been put under extreme heat and pressure and would disform fossils .

Sedimentary rocks ..animals and other organisms die off and become embedded in layers of silt and sand and, under pressure they are preserved in the rock as fossils.
