Actually, the cross stitch ones aren't as stiff as you may think, especially those with a higher count. You may want to check with a local needlework shop to see what they have in stock, or even in the aisles of your local craft store.
If you go to a needlework shop, you can buy fabric in different colors and threadcounts, then cut and hem them to size as you please. You may also want to try all cotton dish towels

X-stitch fabric is definitely not the best for embroidery. Have you ever tried real linen, or linen blends? They are great to work on, and look beautiful with stitchery of any kind. A great bonus is that if you have a craft store near you that has a stitchery section, you can get the linen in a wide range of colors, whereas with the floursack towelling your only option is white.

There are other crossstitch fabrics than Aida cloth (the one you're probably thinking of. Most stores worth their salt will also sell linen, which would be perfect. They're usually 28 count, where most Aida cloth is 14 count, so you stitch over 2 threads instead of one (it's tricky, though--I've screwed up cross-stitch pictures only 3 times in my life, and one was on linen).
