It can not be won in one generation.
Look back at the inquisition Jihad has many of the same characteristics
It took approximately 300 years for Catholics to stop killing non Catholics.The war on Islamic terrorists will not last as long if we learn from the Inquisition and fight accordingly.
Some cells will have to be destroyed some leaders will have to be dethroned. But it is not something that can be won with a single nuke or assassins bullet.

A guns and bullets war against terror would never be won no matter who is waging it. The only good way to stop terrorism is to change the conditions that let the ideas and thoughts leading to terrorism fester.
The first thing that the US could do is recognize that the Arab countries have the same rights and privileges that we extend to Isreal. That is a major sore point in the Middle East.
We could also push Isreal to accept and follow through on concessions to the Palestinians, as much as we push the Palestinians to accept Isreali proposals.
Obviously, those that claim that Isreal must be wiped of the face of the Earth would be harder to deal with. However, I feel that if we held Isreal to the same standards that we do the Arabs, a lot of the public support for terrorist actions would lessen. You will always have terrorists, however the best we can ever do is try to lessen it's impact on our lives.

How does a country win a war on a concept? We are not fighting a nation nor an enemy, we are fighting conceptions.
To win in this endeavor the US should start by getting the hell outta Iraq.
Then:
Spend money on education on those countries known to invoke terrorists.
Spend money creating new jobs in the same countries.
Spend money on humanitarian causes in those countries.
It is a proven fact that the 'average' terrorist is male, under 25 without an education and unemployed. Remove the lack of education and provide jobs there will be no need to become a martyr as life here on earth would be decent.

1. For starters you might admit that you can't win a war on terror. There can't be a war on terror, for the simple reason that war is terror in it's truest form. Burning fire or drowning water would make as much sense. 2. Instead of seeing all Muslims as terrorists and all terrorists as madmen, we might start seriously analyzing who the terrorist bosses are and whether they might have legitimate grievances against the U.S. and Israel. For instance, the 1953 coup of Iran by the C.I.A. (try wikipedia under Kermit Roosevelt Jr.). 3. Get off oil. It's been the driving force for U.S. interference in the Middle East for decades. Let's find another resource: solar, wind, hydroelectric...anything that lets us leave them alone. My guess is, if we do all this the U.S. won't be so much of a terrorist target. Even less if we can actually do something to help them (besides kill them).

Do you mean the fabricated war on terror? The one that has been drilled in your head for the last 6 years to make you believe they are swimming over here right now to kill you? If there is such a war and they don't care who they kill....why aren't Canadians, Mexicans, hell the whole rest of the world worrying about this problem? You do know that we are not only viewed as terrorists ourselves now, but us actual citizens get laughed at because we fall for this junk. How about we win the war on terror by not fighting it.

Recognize and understand the different states within Iraq, and give them an equal voice in a Parliment or Congress. Give the Maliki government specific goals for law enforcement, medical, military, utilities and infrastructure. Work within the region and globe to find countries to assist the Iraqis in maintaining the timeline. Encourage the newly formed anti-Al Qaida coalition, support with training and validate them in the Maliki government.
It's a start. But it will encourage a uni-lateral, multi-nation response. We need equal measure of information, diplomatic, economic and military action in Iraq.
Terrorism is a TACTIC; a tactic by those with fewer weapons and resources. A employed and economically viable population is the best defense against terrorism.

you made a very interesting question,
I do not think that the war against the terrorism can be won. while it will have the big discrepancy between the poverty and the wealth that exist today and the contrast of values between the Christian world and the islamic. it won't be possible.
what we must make is to continue to fight, without weapons but with words for form to diminish the unreliability and the hatred that exists currently between some nations.

First, you have to define terrorism and identify who are the terrorists. Many in America backed the Irish Republican Army in its war on British occupation for generations. Americans have often referred to their armed allies as freedom fighters while our enemies would refer to them as guerrilla forces and terrorists. (El Salvador in particular).
But once you find an enemy, then allow the world to join in the fight and let other countries carry the battle. We can provide aid and logistics but we do not have to be the world's bully.
Finally, the war in Iraq is not a war against terror. It is a war of occupation and for regime change and nation building. We are not good at this. Let France do it. They are better suited for the job.

You can't win a war on an ideal! Terror is not a nation you can just take over. Realizing that would be the first step. Then, I would kill the family members of any and all terrorists who attack our country. That bleeding heart enough for you.
And yes, not having an idiot for a president would probably help.

Step ONE is admit it is a BIG LIE to get us to fight against an Imaginary enemy for the purpose of bankrupting the United States with an endless war. Close all 750 US military bases in 115 countries. Dismantle the CIA. Shrink the military to the size needed only to defend against ACTUAL direct threats (like if they are invading HERE...and remember the "Islamofascist" is a figment of your imagination planted there by the government).
Oh and Bush and Cheney get the guillotine...sorry couldn't resist.
