The doctor has had many different looks over the years. I am quite partial to the Christopher Eccleston (2005) look as you can see by my avatar. Leather jacket and black pants with a dark blue t-shirt.

Pull K9 behind on a string? A cardboard version on a skateboard? He's really boxish- and he's not even shiney. You can duct tape one together in an evening.

I will suggest a stop at the sporting good store for a slim flashlight... OR take a $1 tire gauge hollow it out and "getto" in a flashlight bulb and 1 AAA battery for the sonic screwdriver.
The OLD WHO did not have a light on the end of it, and a regular tire gauge would be fine.

Most important prop: construct a sonic screwdriver! Any fan should recognize him from that alone. (I'd recommend a blue LED flashlight wrapped in aluminum foil.)
As far as the costume goes, the new series doctors have pretty simple costumes to imitate, but you might go with the older, flashier costumes--the kind with big, red question marks on the lapels, for example.
