It's not eBay that you have to worry about, it's the individual sellers and buyers, and yes, there have been countless scams. There are also a great many honest sellers and buyers on eBay.
Most of the time you can go by their feedback but I know for certain that there are sellers out there who buy the accounts of better sellers so they can have good feedback that they didn't earn. I don't know how many of these questionable sellers have been able to buy good accounts, but I've seen them advertising to buy accounts with excellent feedback on Craigslist.com for several months now.
I've had purchases made from me with hijacked PayPal accounts and then the actual account holder initiated a chargeback, got his money back but the scammer still got my merchandise and there is just no way to tell. It doesn't happen a lot. I've had over 1000 sales go through with no problems.
Also sometimes you get people who bid and then don't pay for what they won. They're always a problem but eBay allows you to get the fees you paid to list the item back or you can offer the item to the next highest bidder if there is one. A word of advise on this issue...never leave bad feedback for anyone because they can and often do leave unwarranted bad feedback for you and it's very hard to get this malicious feedback removed. Instead, go through eBay's dispute console and follow the steps there. The buyer will then earn a strike and once he or she has 3 strikes, they're banned from eBay.
You can also protect yourself by selecting which countries you want to sell to and/or banning people who have no feedback (new ebayers) or 1 or 2 strikes against them.
You will find once you create an ebay and/or a paypal account that scammers will constantly be sending you emails trying to get your passwords. Never, ever click on a link in an email to access either eBay or PayPal and enter password information.
If you think there is a valid concern about your account, open a separate window and go directly to the website and log on.
If someone emails your regular email account about an eBay item, go into your ebay account from a new window and see if a copy of the message is in your eBay mailbox. If it is, it's a legitimate email and respond to it through your eBay mailbox.

Ebay is just like any other company there might be scams but what you can do is get a paypal account and get the insurance if you are not sure about the sale, most auctions come with some protection so if it is at least the amount you are spending then you are covered.

There are scams to any business
Yet you can buy and sell on ebay
Just make sure you validate your sellers info
and confirm what items they really sell
don't expect a good deal from a person that sells pencils
one day to suddenly get a good deal on diamonds
powersellers can be trusted more than the newer sellers
yet I look close at what they sell as well.
just like in a real store
just take your time when you buy and sell
you should do fine

There are alot of scams on EBAY, but there are also efforts to help protect buyers and sellers.
Look into PAYPAL, as it will insure you for up to$2000 I think.
In case someone tries to sell you somethign different than what they advertised, or dont send it to you at all, they have a resolution center.
Never do busines by check or money order with someone you dont know.
Use debit or credit cards this way you can protect yourself from fraud.
Also, look at the feedback they get from other transactions they made.
I only trustpeople with excellent history's, otherwise its a crap shoot -- and Im not one ot gamble with my money.

always only do business with people that have long histories with excellent feedback. paypal is crap. they say they'll insure you but that's only if they can get a hold of the scammer's bank account. I bought an xbox once and they guy never sent it to me. I complained to paypal and they banned him but they were only able to give me back half my money because supposedly the guy's bank account had "insufficient funds". So ebay is ok but you have to be really careful who you buy and sell from.

If buying I would look for sellers with large numbers of sell and with fruad protection. Carefull since there is a scam to have lots of good sold for $1 just to get good reviews and then get people on large tickets. If selling , I would offer fruad protection till you build a reputation (large number of sell with good feedback)

I love using eBay, but I have heard of a lot of people who have been burned. Personally, I only purchase things where I can do a local pick-up and pay cash. Therefore, if I don't get my merchandise, or it is not up to my standards, I don't pay for it. However, I have only received quality merchandise from eBay and dealt with really wonderful people. I understand your apprehension though.
