I would look to the non-profit or charity sectors maybe even religions, but not governments (little faith in them). There is a huge opportunity here for us to fulfill our responsibilities to society. It will happen over the internet so it will still be for the rich, but separate efforts could do that part. I would do it myself but I am lazy. I have a plan all made up. All I need is the help of a few thousand people. Makes us tired just thinking about it, but some one else will get around to it I’m sure… its that manifest destiny thing. Living in the information era information will be liberated from capitalism or the pressure will build some more and….. Information is the only Growing Resource. Unlike oil which is a non-renewable resource or apples which are a reusable (but still limited) resource, the more we use information resources the more we promote their growth.
Make it Happen.

The compulsory aspect of education K-12 is free; the part that is completely voluntary is an expense that is borne by the person seeking additional education. It's an investment by the individual in the development of his own personal capital. No reason why the government should raise taxes on everybody else to pay for someone else's decision.
Increasing the quality of exports tends to raise the price of those exports, and would make them too expensive for natives of other countries, who don't tend to have high incomes, to begin with. And, increasing corp taxes tends to make corporations contract their operations, which decreases revenue and decreases corp taxes paid on revenue.

Frankly dont think it will ever happen the cost is to big for one government o bear, not only to provide the education but then to deal with because people are educated and no longer want the entry level jobs but rather want to go straight to the top...
education is a dangerous thing
end of the day I would like to see the world live in harmony and equiality by being a realist it just isnt a possiblity while people strive to make better of themselves and greed is instilled in human nature...

I think the superpowers of the world are doing their bit towards educating the underprileaged. But thats really only up until high school level. After that it would be up to the student to either fund his/her education from their own pockets or try to receive bursary loans in which case they would need to prove that they are capable investments.

It shouldn't be the government's responsibility to provide education. Not everybody wants an education so why should they be forced to get one, or forced to pay for it. Learning is much deeper than what you get in school, so why waste money there?
