Red Wing sells a great steel-toe boot that is at least within Navy regulations, although I'm not sure about the other services.
They're darn-near bullet-proof, and comfortable, too.

anything with the Karrimor brand on it is brilliant, every pair i've had from there are comfortable and have lasted well beyond their shelf life, even with the amount of abuse thrown at it.
