I think women just don't voice their thoughts as openly. Mostly because of social conditioning. Think about it, even today a woman is called a slut or a whore for having a strong sexual drive. A man is called a player, or a stud for doing the same thing.
I voice my thoughts. That's the only way to get what you want out of life.

There are a number of different ways of answering this question, but it's probably best to try to be as objective as possible.
We can examine this from a nature/nurture perspective. (Please excuse the generalizations.)
Human beings' #1 concern is survival of the species. That means our oldest and most immediate instinct to reproduce. Sex=reproduction. Men think more about sex because they are not tied to the same reproductive cycle as women. With men it's as often as possible with as many partners as possible. With women the concern is not quantity but quality. That is why consentual sex with women generally requires the need to pass some sort of test.
As far as the nurture part goes, we have gender stereotypes that are supported from generation to generation. Men learn to be macho and promiscuous and women learn not to give it away.

They're equal.
It used to be said men had more sex than women, but then they did a study where they made it perfectly confidential, and found that people's numbers amazingly matched up.
So same should be true for sexual thoughts. Men want to sound like they have a lot of them, women want to sound like they have few of them. If you study them with full confidentiality it should match up exactly.

I think both men and women think about sex alot. However women do not voice it as much. And men usually voice it in a unromantic manner.

Without any scientific studies ( which would be awkward.. " excuse me sir, are you thinking about sex right now?") it's hard to give any concrete answer. Unless someone documented every second of what they were thinking, we wouldn't know. I think it may just be that men talk about it more often.
