It depends on what kind of river. Rivers come in a couple of forms.
First, there is a river that is composed of water, usually fresh water, and it usually flows over rocks and dirt towards a depository, which are often called oceans or lakes. An ocean is a big place where water collects and where fish reside. Many fish live in the ocean and rivers, and when you buy fish or eat it at a restaurant, it is is usually from an ocean or river, but sometimes fish come from water farms designed by humans.
These rivers don't always flow to an ocean. Sometimes gravity, time, and erosion cause rivers to form in odd places. In the past, glaciers have carved out land and become rivers or lakes. Glaciers are large bodies of ice that move slowly, but with great force and power. When they melt, they leave a lot of water and depressed land. The water and land become rivers and lakes. These waters don't always flow to the ocean.
Second, there are rivers of the metaphorical variety. For instance, people sometimes talk about the rivers that lead to the soul. An academy award movie is called "A River Runs Through It." The characters in this movie grapple with all kinds of problems. Whether these rivers lead to the ocean depends on how you define ocean.
