How is it different from the hull?

Frames usually refer to wooden or steel boats. Wooden frames may be pine, oak or spruce -- white oak is best. Metal boats are framed in the same metal as the hull. The hull is the whole structure of the boat from the deck down. The frames determine the shape and are perpendicular to the planking or sheathing that goes around the hull to form a watertight envelope. Fiberglass boats may not have 'frames' and may be just molded as a one piece shell, reenforced with interior bulkheads and formers.
