Actually it does both. During the day it produces oxygen as a by product of pghotosynthesis and at night the process reverses and it consumes oxygen to live.

Both. During the time the lights are on, the plant is using photosynthesis to make food, and it gives off oxygen as a byproduct.
At night, when the lights are off, the plant respires like all living things, so it uses oxygen.
And it's not a good idea to leave the lights on all the time - fish need a rest period too!

It will provide oxygen. There is an water plant called an oxygen plant and many people use it for their Beta fish bowels.

Plants convert carbon dioxide in the air (or in this case water) into oxygen, so plants in a fish tank add oxygen to the water not take it away.
