could you make a fire arrow by knotting a rope to the tip and dousing it in oil then exposing it to a flame.

A little amount with my leather gloves of course

This does not look like a good way, but maybe you can.
Most ropes do not burn well, they are designed that way.

Edit:
Only ever fire an fire arrow over water or ice, and never in a period of drought. (If it goes stray you can start a serious fire that way.)

just remember to tie it FIRMLY to the top otherwise it will probably slip off the shaft mid flight and fall to the ground, or on your feet. metalic arrows might allow for reusability, just be careful and dont do it in summer when there are exceptionally dry patches as forest fires start very easily.
