By "food" I suppose you mean left out human food. Many, in fact most Dipteran don't rely of human food for maggots to feed upon. Flies lay eggs in or on just about anything living. Many plants, roting wood, the nose, ear and eyes of animals. There are many more species of flies than just the ones in your house, an estimated 150,000 species.

Maggots will not appear if there is no rotting food for fly to lay eggs in.

You might have a very clean kitchen but there is always somewhere for a fly fo lay her eggs - bits of gunk under the fridge are good for this. You don't know they are there but a fly will find them.

it depends maggots are larva and usually come up when there is a certain smell, like fruit
