Most of the punk I like came out in the 70s, but Crass, Conflict, Doom, Flux of Pink Indians, Oi Polloi, Subhumans, Dirt, UK Subs, Discharge, Propagandhi, Poison Girls, Rudimentary Peni, D.O.A., Nausea, Riot/Clone, The Business, Sham 69!, The 4-Skins, C0ck Sparrer, Angelic Upstarts, and Cockney Rejects to name a few.

The Clash. They were so good, they became almost mainstream, and made it possible for all punk bands who came afterwards to really "push the envelope."
Second place goes to PIL, for exemplifying the "punk" attitude.
