It has to do with the blood flow, you raised your body temp, by excercising.

To keep your organs at a constant temp, your body pushes blood away from the trunk and out towards your limbs, hands and feet included.

Your feet must have been sensitive, to the change in temp, by the increased amout of blood. So they itch, and burn, and turn red~

If you were very hot, sweating, that might have triggered a low-level allergic reaction; or if you have a mild case of athlete's foot, that will make them itch more when they're hot. It's a fungal infection of sorts, and can make you more miserable that you would imagine.
