Carting is a growing sport that is a great starting spot to get into racing. There are a number of professional race car drivers who began with Carting. Karts can run up to 100 mph and a young driver can develop the skills needed to advance into other forms of racing.
Moto Cross is another sport where the youth can begin at ages as early as nine or ten and develop skills up move up and out into professional motorcycle racing.

Unless you consider go-carts as auto racing, none that I know of, and my uncle was a consultant for a NASCAR team.
All sanctioned racing I know of requires a novice to be at least 18 for pre-qualification, mainly for insurance purposes, and I think in NASCAR you must be 21 to even be in the pits for any purpose during races, let alone qualify as a team member driver, especially as a driver.
The NASCAR website would be a good place to start finding info.

Go karts, Big wheels, bicycle, mini bike, and Skateboard. Also Elevaters. Almost forgot the riding mowers.
