Why ethanol containing water can't be dehydrated by the use of CALCIUM CHLORIDE ??

The answer above is wrong. This reaction above will not occur in EtOH/H2O mixture, simply because ethanol is a much weaker acid than HCl. Calcium chloride is soluble in ethanol and in water this is why you can't use it for this purpose.

CaCl2 + C2H5OH -> Ca(OC2H5)2 + 2HCl
