I use the term "task bar" to mean that gray colored bar with the "start" button and the clock. I prefer the start button in the lower left hand corner of the screen and the clock on the lower right hand corner of the screen (as it was originally).

Right click on the Task Bar a select properties. Make sure that the bar is unlocked. Then put your curser in the Task Bar, hold the left mouse button down and drag the Task Bar to the bottom and let go of it. Now re-lock it. You can put the Task Bar at the bottom, top, or either side of the Desk Top.

Drag the bar where you want it to be by left-clicking and holding down the mouse button over the taskbar. Drag it to the bottom and let it go. That's it.
