you might be offered cheaper cigarettes but they will probably be fake and definitely illegal
wholesalers only sell to businesses... It's illegal for private people to buy cigarettes at anything less than the single official price (different brands have different prices though).
Of course some supermarket chains offer cheaper own-brand cigarettes..
At the airport you may purchase a certain amount of tax-free cigarettes but only if you're leaving the country and only to certain designations... Otherwise they are the same price as in the rest of the country.

Supermarkets, tobacconists etc. etc. Makes no difference where as the Netherlands operate retail price maintainance on cigarettes and tobacco.
Only way to get them cheaper is at wholesalers.
