You are wanting to apply to a Canadian University?

Apply...College has little influence on your admissability, outside of certain faculties (like Nursing).

Now, if you're asking how you can emmigrate to Canada, but you have not finished your College courses...this should be in another forum al together, but Post Secondary Education helps (adds points in your favour), but is not manditory. Being able to clearly express yourself in English and French, or; English *or* French can be more important (especially in both verbal and written forms). Even more important is an ability and willingness to work and stay out of legal trouble.
