Its up to u. Even it is not too essential to use a toolbar. IE default toolbar is enough for me.
If u use Yahoo more than Google , then it is better to use Yahoo toolbar. download it from http://toolbar.yahoo.com
If u use Google more than Yahoo , then it is better to use Google toolbar. download it from http://toolbar.google.com

That would depend on what you want the toolbar to do. yahoo toolbar allows you easy access to yahoo mail and their features. Google toolbar is more lean and doesnt "clutter" IE so much. this is the one I personally use. they both include pop-up blockers.

Not wishing to sound obtuse but it really depends on what you use it for, not much point having google toolbar if you mainly use yahoo.... So the best one is the one you will use the most, and suits your needs best....
and whilst your there switch to firefox
