A fee of $1250 is what the bank wants to open a non-residential account....this is a scam isn't it?

Yes, it's a scam. Any contest that requires money from you is a scam. You don't have to pay for winnings.

I'm Dutch and I've never heard of this bank. So yes, it's a definitely a scam!
