Normally, the FA Cup winner qualifies for the UEFA Cup. However, if the FA Cup winner has qualified for the Champions League, the FA Cup runner-up qualifies instead for the UEFA Cup. If both the FA Cup winner and runner-up have already qualified for Europe, then no team from the FA Cup will get through, the extra place instead going to the highest placed Premiership team who wouldn't normally have qualified. So Man Utd's and Chelsea's qualification for the Champions League next season means no team will qualify for Europe through the Cup.
