My mother says using her medical history to try to mainain her is not a god idea because it will prove her incapable of going through typical tasks. I am in need of some papers i can find for her to read more deeply into this regulation. Any help please??

I am unaware of any provision that allows you to get a permit at 14. The age in California is 15.5 years of age. Then you have to have an adult of 25 or more during the permit phase until you get your license at 16. Then you are not allowed to have other teens in the car with you. Go to any DMV office and they will have the pamphlets regarding teenage driving.
