does anyone have experience using usps rate calculator API?

I am using this request string:
I need this code for an ASP page i'm writing.

and getting an error that says not authorized to access this page. when i put in a bad username i get the error username or password invalid. so i know my username is right.

80040b1a Authorization failure. You are not authorized to connect to this server. UspsCom::DoAuth

and the other error looks like this:

Right at the moment, it is best not to diddle with a usps rate calculator, from what I understand. Rates are up in the air. USPS "refuses to commit" to rates. Online advertisers can't necessarily say "plus x for shipping". USPS doesn't know what "standard" package sizes will be...and on, and on...
