How hot is hot?
Hard drives can get pretty warm. I would be concerned if it is too hot to comfortably touch.
I would not expect to see any problems while the drive operates, but if the drive is running very hot you may see a reduction in the life of the drive.

Technically, yes.
The harddrive uses magnets to move the reader arm across the plates. As magnets heat up, their magnetivity decreases, and it slows the arm movement slightly. This causes slower reads from the disk, and could cause a slower system.
HOWEVER,
The speed decrease you see on the magnetic level, you wont see on the human level. Its just so slight of a decrease, that you wont notice the difference.

That is usually an indication that the HD is going bad or you have a major cooling problem. Unless the HD is SCSI.
