If a star collapses to get smaller, then it must get denser. And if it gets smaller it will rotate faster, like ice skaters spinning faster as they pull in their arms. It is simply conservation of angular momentum. Reduce the moment of inertia without reducing the momentum results in a higher rotation rate.
