What does this do to the frame? What are the advantages? Is there any formula to use when going up and out? Is it necessary at all? Detail is appreciated.

ok listen up, up refers to the amount of stretch given to the down tubes of the frame and out refers to the the amount of stretch to the backbone of the frame out makes the bike longer and up makes it taller at the neck which will change your fork lengths if your modifying an existing frame be sure to keep everything straight or your hard work will dog walk down the road and handle like hell good luck feel free to email me ifn ya need any advice or help

The base dimensions that are used are from a stock Harley hardtail frame. I'm not sure what year. The up and out measurements are the difference in where the head tube is located.

2 up and 3 out would mean that the head tube is 2" higher and 3" farther forward than a stock one.

Only an educated guess but perhaps it refers to the increase in length of forks giving the up part, and possibly the adjustment made to steering tube on front of frame to increase the fork rake thereby increasing wheelbase, giving the out figure.No doubt someone more knowledgeable than me (and there are a few!) will keep you right

Up = how much the downtubes have been lengthened.
Out = how much the backbone has been lengthened.

When deciding on where and how much to stretch your frame, you must always consider your rake.

basically, balance and steering, and it sounds like you should leave frame building, to someone that knows what their doing.
