Most graduate programs require 16 years of education; however, some programs may make exceptions to this "rule" on a case-by-case basis. Your best bet would be to contact the admissions office directly and inquire about the admissions requirements for international students - and students from your country of origin.

Master's programs in the USA require a Bacehlor's degree for admission. I have never heard of one that didnt.

In addition, the department of the university supervising the degree will have a list of prerequsitie courses that you must have completed, and a minimum GPA that you must have achieved in your BA or BS program. Unless you meet the minimum standards -- or probably, unless you exceed the minimum standards by rather a lot - you will not be admitted to the degree program. If you have not completed all the prereq courses you will have to take them before you are fully accepted into the program.

Most MS programs in the US require BS or BA degree, however it doesn't mean one has to have 16 years of education. There are plenty of people who completed their bachelors degree in less time.

There are some MS programs that accepts students with 2-year associate degree, but would require making up some requirements and thus usually takes more than 2 years to complete MS study.
