to adopt a kid you have to pay thousands of dollars but to be a foster parent they pay you???

In the latter case you are performing a service for the state; in the former you are instituting a relationship for your own reasons. Incidentally, most states have some sort of benefits for adopting parents, ranging from outright cash grants, to medical care, etc.

Desperation and convenience! They need to place foster kids asap, and can just easily unplace them when they see fit. That's why most adoption agency's cater to parents wanting infants and toddlers...because they cute and haven't learned to think for themselves. Once they get older, they are labeled difficult (because they have learned to think for themselves) and eventually end up in the foster care system.
