You can always tell, deep down. You just have to make sure your not blinded by your own optimism and ideals. When it comes to love, a thing most want and need, we often act ignorant just so we can pretend we have it.

It's hard to tell, but watch the eyes and the subliminal language not only of the body but also of the facial muscles.
Of all of these signals, the pupils of the eyes are the hardest to control hence the most reliable index to feelings. When the pupils get bigger when the person looks at you, the person probably likes you. Or maybe he/she lusts after you, or, worse, sees you as an easy mark for panhandling or conning out of a little money. Perhaps a cat's eye-slits widen at the sight of a mouse.
If an accosting stranger's pupils dilate at the delightful thought of a meal, a fix, or even a little extra gas money, "just say no" as soon as the con starts. Watch those pupils close right up again, or, better, walk away first.

my philosophical answer:
You can't. We are fundamentally and perpetually stupid before the Other as we cannot know the Other's mind.
Further, we cannot suppose that any person has a full and complete, stable reality principle working all the time, nor can we account wholly for unconscious drive, so the intentionality of the Other (as well as our own intentionality) is always thrown in question.
We are left, then, perpetually in a 'leap of faith' scenario, where we must be faithful in the face of the Other, so as to believe that he or she is telling you when you have food on your chin, and is not secretly plotting to kill you.

well theres always the option of asking flat out, but that can be awkward and imbarrising, you could also just spend a lot of time with this person, get to know them a little better, get to know their lying tell (the little thing they do so you can tell they are lying)good luck!!
