If they instantaneously switched places but retained their respective velocities (relative to the rest of the solar system), they would both suddenly be on new orbits. If mars had been traveling "east" while the earth was traveling "west", and the moon had been located due west of the earth, there'd be a spectacular collision at thousands of miles per hour between mars and the earth, and we'd all die.

Since Mars is much bigger than the Moon, the effects on Earth would be pretty dramatic. Mars would look about twice as big in our sky as the Moon does now, and the tides would be much higher because Mars has much more gravity than the Moon. The effect on the solar system by having our Moon where Mars is now would be almost nothing.

We would probably have some of the worst weather ever, and the ocean and tides would go crazy due to the gravity influence from Mars being so close. I think it would totally screw up the solar system. Life as we know it would end. The earth would not be a nice place to live any more.

Strange question.

Everyone on Earth would die when Mars fell from an orbit that's too low for its mass. The moon would drift out into space.
