Base should be below you frost line. That is 36" here in Ohio. It could be 48" further north to nothing in places like Key West

Make sure you add rebar up thru the whole mass.

You might want to check and see it you can even build a masonry mailbox anymore. Locally, there is talk of banning them because of the potential hazard to traffic.

We live in Michigan and our frost line is 48 inches but brick mailboxes are against the law. Make sure it's not illegal.

Depending on what geographical area you are in, call your local building dept. and ask then at what depth the frost line is, this is the distance down you want to be to the bottom of your foundation

This would depend on the frost level in your area. It is frost that "heaves" up the structure.
