the chance that 2 people do not have the same birthday
is 364 chances out of 365 days.
for 3 people not to have the same birthday:
(364/365)(363/365)
so, for 23 people not to have the same birthday, the chances are:
(364/365)(363/365)(362/364).....(343/365)
if you multiply it out, it comes out to about 49%.
so, the chances that 2 out of 23 people WILL have the
same birthday is 1-.49 = about 51%

strange, but true!

I believe jaybee has the best answer but only considering that the date in question (birthday) is not specific in which year these birthdays occur. 2 people having the same birthday in the same year would not be as likely.
