The person doesn't really need more time to decide. The person who says that says it because it's less confrontational than stating the truth. The truth is that the person who, after 7 years, states needing more time really just likes things how they are and doesn't want to change them ever. The person is thinking, "If it ain't broke, don't fix it." You should react accordingly.

There could be lots of reasons why this person doesn't want to marry you.(In no particular order)
1: Maybe this person was once in a bad marriage and doesn't want to take an other chance of another marriage going bad.
2: He or she doesn't love you enough to marry you (in this case get out of the relationship.)
3: He or she loves you very much and thinks everything is wonderful, but thinks as soon as you get married all the fun and excitement is going to stop.
I have never been married, so I really don't know the answer. Your best bet is to confront the person and ask him or her point blank. Best of luck to you.

Because they DON'T WANT TO MARRY YOU!! I'm not saying this to be mean, but if you've been together for 7 years, and he/she is STILL not ready to marry you, then you need to move on. After seven years "I need more time" means "I'm never going to be ready to marry you."

There could be several reasons...
They're afraid to make a lifetime commitment? They don't love you and hope something better will come along? They're getting what they want out of the relationship already, so why change it?

they are looking for something better, and they don't want to lose the opportunity if they are married.
That or they just don't think it's necessary to have a piece of paper that says they are committed to you.
