The Answer Is Stone Temple PILOTS or STP. They wrote many great songs including "Lady Picture Show" in the late 90s.

Crackheads.
I remember when Scott Weiland got out of rehab and said in some interviews that he was the only man alive who could save rock and roll and proceeded to release a totally weak album. My friend bought it out of curiosity and every track went down the same way. The song would kick off with a couple instrumental passes and we would kind of nod our heads and say "all right, this could be ok." Then the vocals would kick in and we would shake our heads and press the skip track button. I believe that after doing that same routine for every song he threw the cd out the window.
I like some of the band's early tunes though.
