Consider foam as well. You can sculpt one from foam and paint it to look like a frying pan. I think rubber would be too heavy! Just have a sound effect ready :-)

Consider cardboard, a quantity of rubber would be heavy enough to be painful. You could easily make a half dozen at a tenth of the price. Using a cardboard box as a base for a comically large pan could also allow a rather loud smack as a sound effect. Also, the inevitable over use of of the pan and subsequent breakage would get a laugh as well.
