if in scientific terms, cold cannot be created.
when heat is drawn out of a body, that body contains less internal energy, (which is "colder" in layman's term)
so as to ur qn, the whole universe or the whole thing, black black space out there contains the same amount of heat.
it is just that some areas are concentrated with heat energy while some areas are not (cold). so as to what supply cold? nothing, i think it is a matter of equillibrium, when u supply "coldness" to an area, another area will get the heat.
just like ur air-conditioner, it may supply "cold" to ur room, but it will supply cold to outside your room, take a look at the airconditioner's engine's fan outside your house, it will expel "heated" air.
