I would say fear of what may happen and fear of rejection, sometimes just hoping for something on the inside gives you a good feeling and hoping to find out what the other persons feelings are first, some are pretty shy and have problems coming right out and saying it.
That shy one is the hard one to get over.

Most people learn to keep feelings a secret from others. Others are too scared that the person they crush on will not feel the same way they do. It's easy for you to say, "just tell them" = but it's rarely easy to do in real life.

Sometimes the crushes are wanton, like unhaveable. Maybe the person has a girlfriend or wife.

I have no idea, I know plenty of people have crushes on me. But for some reason they send their love letters disguised as hate mail, whats up with that. I mean grow a spine already and admit it geez.
