Sanding rear spolier and prepping for respray?

I have managed to get hold of a second hand boot spolier for my Civic. It is white and my car is silver. What is the most cost effective way of stripping the paint from it and prepping it for a respray if I was doing the work on my own.

Sand it with fine paper then spray with Grey undercoat and then sand again and then spray with the right silver paint .
