People who engage in that sort of deviant behavior have some severe psychological problems, usually stemming from the inability to have "normal" sexual relationships. These people need help. I don't think they start out with the intention of becoming peeping toms, but it grows into that. These people are extremely dangerous as I think it could evolve into more than just looking and may lead to rape.
