Once I've compiled the components and fitted everything, can I get out of this project for under $10,000 if I do most of the work myself? I've been a sportsbike rider most of my adult life and can't seem to justify spending $20-25,000 on a new one, at least from the performance angle. If I can make this happen for approximately the same price of a new superbike, I'll go for it.

Not likely, I have built several customs and usually spend 20,000- 27,500.
Use Jireh cycles as much as possible ,low-low prices.
Maybe if you were to do a simple,Sportster type Bobber ,you may remain close to 10.

You better come up with some more capital for your project. Do you already have an engine and tranny? Depending on the engine size that will run you up to $5000.00+ That's half your budget right there. And have you started to price out how much this "custom" paint job will be.....Even the "kit" bikes you can buy will cost around $17K on the low end and up and those are bare metal not painted too.
BTW....what superbikes are you looking at that cost $20-$25K???

This is just a comment on the first answer you received.
"If you build it, it will not be a Harley." You probably know this isn't true. You will need to start with a Harley frame, or at least the neck of the frame that has the number along with the Harley title with the matching number.

My parts list, when I was considering this, came to over 25K. Mostly JP Cycles and V-Twin catalog prices. I was very particular about a few things, which drove the price up. I wanted a cetain style of engine(repro=bigbucks), kicker, and magneto to name a few not so popular requirements.
The only way I know to do it under 10 is if you already have a donor for major parts.

To come in under that price, you'll be doing a bit of shopping at the swap meets/recycler, etc.
If you have a complete, running bike to start with, you'll have the major components already, plus a lot of the little nickle and dime stuff, which tends to nickle and dime you to death.

try a bike in a box, for 13-14000. 10,000 you aint gonna get a custom, or a complete bike. but you could get a vulcan, almost new, for 10,000.
