From 1900 to 1979 Chinas population tripled. China as a country had 20% of the worlds population. Tradition held that only male child was to be born in order to continue the family.

The government of China was concerned that if something wasn't done to limit the birthrate, the country's population, would soon become larger than the land could support. There was fear of famine, unrest, and general collapse. Special exemptions were made for various minority groups whose populations were small and might face extinction if families were limited to one child.

Over population in China....was supposed to be the reason.... instead of just letting the people move somewhere else in the world the government dictates everything they do there.

Extreme over population and a realization that there would be mass starvation without reducing the numbers of children who would later reproduce.
