The problem is a bit confusing. What are devices? If these are weights and you have a balance scale, the best you can do with four weights is 20kg (by .5 kg).
The weights to do this are .5, 1.5, 4.5, 13.5
Imagine writing the number of half kilograms in base 3 (with the digits -1, 0 1). Now if 1, put weight on pan opposite the object being weighed, if 0, leave that weight off, if -1, put on pan with the object being weighed.

So for example, 6,5 kg = 0111 4.5 + 1.5 + .5
7 1,-1,-1,-1 13.5 -4.5 -1.5 -.5
7.5 1,-1,-1,0 13.5 - 4.5 -1.5
